In most cases, international students are required to submit financial documents when they are accepted to be issued Form I-20s. In other words, international students who cannot prove their financial abilities to pay for tuition and fees cannot be issued Form I-20s.

Below is the list of U.S. colleges and universities that practice a need-blind policy for international students. This means the following colleges and universities will be admitting international students while meeting 100% of demonstrated financial need:

As you can see, most of the colleges are very prestigious. Thus, as long as you have enough academic abilities to get into those schools, students do not need to worry about their financial constraints.
